Non-Unicode programs in Win XP

Hi all, I'm not sure this is the right place to ask this but I try: I
have a Swedish xp version and an electronic Russian dictionary
without Unicode support. So the dictionary only works if I change the
language setting for programs that don't support Unicode (in
accordance with
http://www.microsoft.com/globaldev/handson/user/xpintlsupp.mspx#sysloc
), which entails that I lose some specific Swedish characters in
other programs that don't support Unicode. And I can't switch between
the two settings easily since Windows needs to be restarted every
time I change them. Does anyone have a solution to this problem? The
url I mentioned above indirectly suggests there is none, but I
wouldn't be surprised if it would still be possible to define one
language for a specific program and another as default for others
somewhere deep down in the registry, or something like that. Any
suggestions that get me closer to a solution will be highly
appreciated. Thanks.
