The beta period for Unicode 4.0.1 has been extended to October 27, 2003.
Detailed information is available on the beta page:

http://www.unicode.org/versions/beta.html

Beta versions of Unicode 4.0.1 data files are now available for public
comment here:

http://www.unicode.org/Public/4.0-Update1/

This beta includes the first update of Unihan.txt since Unicode 3.2, and
it includes a large number of corrections and additions. There are several
other minor changes to other data files.

The beta period closes on October 27, 2003. Since time is short, developers
are asked to please focus quickly on the data file review if you have not
yet done so.

Beta period comments will be reviewed by the Unicode Technical Committee
at the upcoming meeting starting November 4, 2003.

If you have any feedback on any of the beta files, please submit it by
October 27, 2003. You can submit feedback via the online reporting page
here:

http://www.unicode.org/reporting.html

Note: If you are a liaison representative, please forward this message as
appropriate within your organization.

I am a newbie wrt Unicode procedures. Does this mean that I can propose
some changes to Malayalam section of standards, or is this completely
different?

The beta period is for examining things that are proposed to be updated in
4.0.1. It isn't "open season" for proposing any kinds of changes. We are
specifically wanting feedback on the Unihan database, errata, and so forth,
as discussed on the Beta pages.

You can always propose changes, but whether or not the proposals can be
adopted depends very much on what you want to change. Please see the
Unicode policies page about encoding stability, and the Proposals page
about making proposals:

http://www.unicode.org/policies/policies.html
http://www.unicode.org/pending/proposals.html

(You can't remove codepoints or move them around. You can request new
characters, if they can't be expressed as combinations of characters that
already exist. E.g., we don't add new conjuncts -- those are expressed by
combinations of characters, as defined in the text of the standard.)

Please see also:
http://www.unicode.org/versions/Unicode4.0.0/
for details of the Malayalam encoding and the encoding model.

Ok, All I want is some clarity in the way cillaks.aram are encoded.
Specifically , Unicode std leaves 2 cases undefined.

1. Cons + chandakala
2. Cons + chandrkala + ZWJ

Unicode also states that cillaks.aram "appear in syllable-final
position" But I think it is wrong.

I have put all these in a web page with examples at
http://www.linuxense.com/oss/render/

It will be nice if these ambiguities can be resolved in next release of
Unicode.
