Sweeping Cybercrime
U.S. Attorney General John Ashcroft stated recently that law enforcement
agents had arrested 125 suspects in a crackdown on Internet crimes ranging
from hacking to fraud to selling stolen goods. The seven-week cybercrime
sweep involved police from Ghana to Southern California and uncovered
125,000 victims who had lost more than $100 million.
Those arrested stand charged with a variety of crimes that highlight the
innumerable scams and criminal acts that now take place online. Many are
accused of selling stolen or nonexistent goods online, a leading cybercrime
category. Suspects fenced stolen goods through online auction sites such as
eBay, set up phony escrow services to handle payments, and promoted
fraudulent investment clubs through glossy Web sites, according to a summary
of cases provided by the Department of Justice.
Suspects also stole classified files from government computers, hacked into
business computers to steal customers' credit-card numbers, disabled
computers running child-abuse hotlines, and sold counterfeit software or
computer-memory chips. US Secret Service agents worked with foreign law
enforcers to track down suspects who operated across international borders.
Bottom line: In doing business online, you are not only threatened by
criminals in your own country. Criminals outside the U.S. can just as easily
steal your money and your privacy.

Controlling the Internet?
Governments spearheaded by China, Brazil, India, Russia and Saudi Arabia are
trying to place the Internet under the control of the United Nations or its
member governments, a move that the United States and other developed
countries are determined to resist. The issue has cropped up in preparatory
talks for a world summit on the information society to be held from Dec. 10
to 12 in Geneva, with the stated goal of advancing the management and
worldwide use of the Internet, especially in poorer nations.
Many developing countries argue that governments need to play a greater role
in managing and setting policy for the Internet, while the United States,
the European Union and Japan, among others, say government interference
could stifle the development of the dynamic medium. The Internet, at
present, is loosely managed by a private organization in California named
the Internet Corporation for Assigned Names and Numbers, which coordinates
such matters as Internet servers and domain names.
China, Russia, India, Saudi Arabia, South Africa, Senegal and many other
African countries were also "keen" for the United Nations to have a role.
The summit also will deal with questions such as how to block the spread of
viruses, prevent unwanted "spam" and prevent the use of the medium for
criminal purposes such as identity theft.
Bottom line: The Internet medium is too important to be left in the hands of
one major power, some argue, and others say problems such as cybercrime and
protection of intellectual property rights require greater government
involvement.

Localizing Domains
Second-level domain names in Chinese, Japanese or Korean will be abundant by
late 2003, but a version of ".com" or ".museum" in any of those languages is
still far away. The Internet Corporation for Assigned Names and Numbers
(ICANN) wants to see how multilingual second-level domains work before it
starts work on the top-level domain (TLD) space. A second-level domain is
the name that comes before the ".com." In "sony.com," for example, Sony is
the second level and ".com" is the top level.
ICANN, based in Marina del Rey, California, has to look at the technical
aspects of the implementation, but also issues such as dispute resolution.
ICANN predicts Japanese, Chinese and Korean second-level domain names to
boom in 2003. Arabic and Cyrillic names will not be available for some time.
The Internet's Domain Name System (DNS) was designed to support about 30
English-language ASCII characters. International domain names, however, draw
from the 96,000-character Unicode repertoire. Domain names in other
languages must be encoded in ASCII for transmission across the DNS or they
will not work.
Bottom line: Approximately 1 million non-English language domain names have
already been sold. Only time will tell how global domain names will truly
become.

Monitoring Dissidents
A Chinese court here has turned down the appeals of four Internet dissidents
who were sentenced to up to 10 years in jail for posting their views on
social issues online. Both a former journalist, and a young intellectual
were sentenced to 10 years in jail, while the two others received eight-year
sentences.
The four were arrested in March 2001 after they set up the "New Youth
Association," an intellectual study group that discussed China's growing
social problems, including rural issues and widening inequality. The group
was disbanded three to four months after it was formed and the arrests came
soon after that.
Bottom line: As China becomes more of an economic superpower, it will be
interesting to see how controlling its citizens will affect its global
position.
